When Kidderminster chose its bailiff at Michaelmas, the town-house bell gave the signal for an hour in which the townspeople pelted each other with cabbage stalks in the main streets. This was called the lawless hour. After it the new bailiff and corporation walked in their robes with drums and fifes to call on the old bailiff and constables, and the leading families of the town threw apples at them as they arrived.
